Yes, it's the signal to noise ratio (excuse my typo). I have the timeouts, too, more when my SNR is low. The SNR is a function of the service provider. When I complained to TOT because my SNR was often below 10, they advised me to unplug the phone when not using it. This has been a little benefit, but of course, now no one can call me on the land line. Oh, well.
To find your SNR enter your modem by typing 192.168.1.1 in the internet address field of your browser and hit enter. The standard username and password are admin, admin or perhaps something else depending upon the modem you are using. Somewhere in your modem should be something that tells you your status and then your ADSL connection.
This will give you your download and upload SNR. Line attenuation which is an indicator of how far you are from the hub that is serving you. There's a formula I found somewhere to do this. I was a bit over 3km from the hub. A long way. Consequently, a lower SNR. A line carries telephone calls, the ADSL traffic on the line, and the random leaks in the connections between you and the hub. Lots of data that your modem sorts out on the line. If the line is dirty the modem gets a weaker signal and we get timeouts and slower internet service as the modem tries to make sense of the signal.
