The facts the report contains are quite telling...
* Ninety percent of recent civil wars occurred in countries that had already had a civil war in the last 30 years.
* Poverty rates are 20 percentage points higher in countries affected by violence
* In Guatemala, twice as many people are dying now at the hands of criminals than died in the civil war in the 1980s
The report conclusion is..
the World Bank says that there should be far more focus on building stable government, and on justice and police, than on health and education.
I do not think many people would claim that the fight against poverty seems to have been very successful so far.
Can only hope that a new direction is actually based on a way forward that can possibly succeed..
As part of the change that the new coalition Government in the UK had already instigated was an attempt to move aid towards 'Conflict States'.
