"Change how Aid is spent" - World Bank

The facts the report contains are quite telling...
* Ninety percent of recent civil wars occurred in countries that had already had a civil war in the last 30 years.
* Poverty rates are 20 percentage points higher in countries affected by violence
* In Guatemala, twice as many people are dying now at the hands of criminals than died in the civil war in the 1980s

The report conclusion is..
the World Bank says that there should be far more focus on building stable government, and on justice and police, than on health and education.

I do not think many people would claim that the fight against poverty seems to have been very successful so far.
Can only hope that a new direction is actually based on a way forward that can possibly succeed..

As part of the change that the new coalition Government in the UK had already instigated was an attempt to move aid towards 'Conflict States'.

Yes, but how do you keep the aid out of the hands of the thugs, and gangsters who seem to run a lot of these governments? The money will just go down the sink hole as it has in the past.

More than a trifle unfair MS....
Today, Canada holds the 13th position world-wide in terms of its foreign aid activities.

Canada's annual foreign aid is on track to increase to $5 billion by 2011 &.it has also doubled aid to Africa to more than $2 billion a year.

There was widespread famine and cannibalism in China during Mao's experiment, the Great Leap Forward. I doubt that you will find starving Chinese nowadays unless they are unfortunate enough to be living in North Korea.

Where do you get your facts?

Wrong MALC, The UK no longer gives aid to China, however we do give 280million pounds a year to India which is a nuclear power with it's own space programme.
