maybe this is what is causing the whining noise ..
worn bearings , normally make more of a mechanical noise .

on 3 phase A.C. motors that are jammed ,, the polarity is often reversed ,
changing the direction of rotation , thus unploking .

mmmm... not correct here either.

A fan here you can buy for about 500 baht! Whats all this cutting windings and reversing polarity?
Is someone trying to be smart or what?
You cant change the direction of the fan by reversing the connection! It is AC!

AHA! it works for a dynamo on an old Brit bike! ( BSA to Triumph Lucas ES2 ... connect and "Flash" to reverse polarity )
.... thats dynamos and a bit of subject!

OK! ... Back to the OP!
Is the fan powered direct ( On/Off ) switch, or is it through a dimmer switch?
You should never power a fan through a dimmer switch as it does not receive the correct voltage to make it run correctly. this will caues a whining/buzzing noise when used ( laymans terms ... lack of Volts and it's struggling to work )

I tired this about 18 months ago to slow down the fan in my office to see if I could make the fan a little quiter. I built a simple phase controlled dimmer circuit and plugged in the fan. What I got back was loud wining because of the harmonics in the drive waveform. if there is a dimmer in the circuit, take it out and replace it with a proper switch -nothing but a pure sine wave will do.

Bound for disaster building your own "simple "control.
Phase controllers work but you have to use "leading edge" control not trailing edge as "simple" control does.
As i said previously, capacitive switching does not create any noise. It creates the necessary voltage drop to slow the motor by capacitive reactance.

The bushing of the fan should be worn so it produces a sound. Or, maybe you could try to see if there is a part that is almost rusting.

I actually LIKE fan noise! It muffles the selfish noisy neighbours here.
I listen to the hum of my fan any day than ignorant low life mouthy crap that live here.

I encountered having a noise sound also in my electric fan during my rest time. I cannot sleep that's why I tried to fix it myself. I found that the other parts of the electric fan were installed improperly. On the other hand, I'd like to enroll a course with the actual training of repairing a fan. This seems so interesting for me and very unique for me as a girl.
