Nationally, easy...
Top: The Premiership.
Second: The FA Cup
Third: Carling Cup (this has gone by various other names over the years. Originally the League Cup)
Last: Charity Shield. - Not really a competition at all, played immediately before the new Premiership season starts between the previous seasons' winner of The Premiership & the FA Cup.
Europe:
Top: The Champions League.
Far second: The Europa Cup.
It is difficult to say where the ranking is if you combine the two.
Is the Champions' League more important than winning the Premiership? That is hard to say.
The winner of the Premiership can claim that they are the best team in England. That is because every team plays every team, home & away & so 'lucky' wins tend to be cancelled out over the longer term of playing 38 games.
While, in theory, the winners of the Champions League can claim that they are the 'Best Team in Europe' in practise that is not the case. The winner will not have played ever other team in the competition, because it is 'knock out'. Thus the actual Best Team in Europe could get knocked out by a freakish result or an awful set of refereeing decisions in a single game.
I would say that it is difficult to split the European Cup & the Premiership Title in terms of importance. As the European Cup is a knock out competition in the later rounds, then the actual importance of an individual match take on far greater significance - especially the actual Final of the competition.
in my eyes the Europa Cup is certainly a less important competition than the Premiership. It is probably more important in the scheme of things than the FA Cup. However the Europa Cup final is held anywhere in Europe on a week day night & so there is very little 'build up' to the actual event.
Traditionally the FA Cup final takes place on a Saturday afternoon once the actual football season is over, so it is really the last club match of the year. Therefore it has turned into rather an English sporting event (in the same way as The Grand National) & has significance greater than the actual event.
The winners of the European Cup actually go on to a 'World Club' Championship in January, where they meet the equivalent winners of other Continents' competition. In theory this should be 'the big one' yet it has absolutely failed to generate any interest what so ever. In fact Inter Milan won it this year, but if neighbours' AC Milan win the Italian league this season (which looks likely) then that will be far more important..
