Fee Changes - American Citizen Services and Immigrant Visas

New consular fees will take effect July 13, 2010
at all U.S. embassies
and consulates worldwide, including the US Embassy in Bangkok and the
Consulate in Chiang Mai. The fee changes include higher fees for U.S.
passports, Consular Reports of Birth Abroad, and notarial services, as
well as a new fee for adding additional pages to a U.S. passport. More

The following is a partial list of services and the fee changes:

The application processing fee for adult passport applications will
change from $55 to $70.

The passport book security surcharge will change from $20 to $40.

The application fee for passport cards will increase, from $20 to $30
for adults, and from $10 to $15 for minors.

A new fee of $82 for additional passport pages will be imposed.

The fee for a Consular Report of Birth Abroad will change from $65 to
$100.

Notarial and authentication services, which now range from $20 to $30,
will all be $50.

The immigrant visa (IV) application fee - which must be collected from
all IV applicants who are not fee-exempt - will now be tiered. The new
fees will be $330 for immediate relative and family preference cases
(processed on the basis of an I-130, I-600 or I-800 petition), $720 for
employment-based cases (processed on the basis of an I-140 petition),
and $305 for other cases (special IVs, Diversity Visas (DVs),
self-petitioned cases, and all other IVs).

The IV security surcharge - which must be collected from all IV
applicants who are not fee-exempt - will increase from $45 to $74.

The DV fee (which is charged in addition to the application processing
fee and security surcharge) will change from $375to $440.

The U.S. Consulate General in Chiang Mai

What an absolute crock!,,,,,,,,,,, to charge citizens outrageous fees for products the government requires is the same as extortion in a third world country. They require you to have a passport, they require additional pages, they require a report of a birth abroad, etc. Certain fees collected should be nominal, others should be prorated. They know they can get away with it,,,,,,,,, citizens (especially expats) are prisoners of the system and can't do anything,,, Why not just set $1000 fee or some other equally stupid figure? Governments have been overthrown for less,,,, just another example of a system that creates an atmosphere of contempt for government of any type.

The State Department should change their name to the American Citizen Extortion Service.

For what good it'll do.

Shortly after I retired here, circa 2000, I needed something notarized (U.S. bank related). I went to the Consular Outreach in Pattaya to have it done. I asked the Consular Officer why the service was so expensive, when in the U.S., it would either be free or a very negligible charge. Her reply to me was: "if it was up to me, I'd do it for free for a fellow American", or something to that effect.
What can we do? "Wherever you go, there you are".

Guess if you need something done...you better get on down to Bangkok tomorrow or Monday at the latest.

Wait for next years increases.

There is the option of going back to the United States of America and Sorting out your business there, I think the services are cheaper, however there is a possibility your transport costs might not make it worthwhile. The British embassy in Bangkok charges around double for a passport compared to getting one in the UK, OT knows.

I guess you guys think someone other than you should pay for these services, perhaps the government (taxpayers)? Oh, but then that would be socialism wouldn't it?

I was always surprised that passport pages were free. Now that they have to send the passport away to do it, I guess they're trying to recoup their cost.

There are some services that are required to be provided within the scope of the federal government and the US Constitution. Not every "service" provided by the federal government is socialism. By definition, socialism is the redistribution of wealth through the implementation of collectivist principles and government control of private industry.

I consider the military defense of US borders to be a government service to its people, just as I expect my tax dollars to provide government services through their embassy offices. Everyone who uses those "services" receives equally and enjoys equal protection under the law. The same cannot be said for redistributive and collectivist policies and laws that differentiate based on class or race/culture.

It would be cheaper to get a new passport than have additional pages put in.

From the US Embassy, Vientiane website:

Q: Why is the Government charging me such a high fee to add
passport pages, something previously provided for free?

A: The cost of service study found that adding visa pages to
an existing passport book requires nearly the same resources
as producing a new passport book. The study found that the
cost of producing the pages, placing them in the book in a
secure manner by trained personnel, and completing the
required security checks costs the U.S. Government $82.48.
The Department will charge $82 for this service. Please note
that frequent travelers can request a 52-page passport book at
no additional cost when they renew, potentially saving them
from the additional cost of visa pages.


I believe they will continue to add the pages on site, they're just going to start charging for the service. I'll find out Monday, my wife is taking my passport to the US Embassy in Vientiane to have pages added before the fees take effect.
