Reference the stolen ATM card. I had a friend in the US that did collections for a major credit card company. When my card was stolen the thief even used it to pay off their cell phone bill, to the tune of over US$400! I told my friend that they could surely use this to trace the thief. She said, probably not, that the credit card companies don't even bother to try and trace fraudulent charges unless they are substantial, like US$50,000. They have insurance that pays off and they reimburse the customers as they did me (Unlike the Thai bank in question apparently). I guess you can do that when you are charging 19% interest rates. Obviously the thieves are aware of this. The same thing could be working here in Thailand. It's really a sad state of affairs because it would seem to encourage theft and fraud.
I would encourage the OP to keep bugging the bank and other officials as you say, Bob. They will eventually get tired and give up.
