Land Fraud and Scams

I have been thinking about purchasing a house maybe in one of the resort areas but I recently read this article on land fraud - http://thailawforum.com/Defrauded-in-Thailand-2.html and it made me worry a little bit. Does the Northeast or central Thailand have these problems or is it just the South?
