A number of operators providing cheaper rates from the UK for 0.5p per minute (for calls to landlines) and 1.0p per minute (for calls to mobiles) can be found here:

you could use voip discount when you have broadband deposit 10 euro and you call 90 days for free up to 300 minutes per rolling week (even to thai mobile) with good quality

if you run out of free minutes only 0.7 p per minute but have to say I use it since january and still have 3 euro left and I call daily to thailand

Hi, ive been using DIALWISE for my TW to keep in contact with her family in Udorn while we are in the UK, the number to call first is 08448612828, that gets you through to an operator who states Welcome to dialwise ,calls cost 1pence per minute, please enter the number you would like to call followed by the hash key. Apart from a pause 9 times out of 10 they connect me. My phone bill is cheap and the TW is happy. Hope its of some help.
