With those results you show on soeed test you can be assured that problem does not lay with Chrome but with either Windows 10 and how it allocates resources or a software update done to your wifi hardware.

My only thought is to make sure system is not trying to update and set notebook wifi to metered so will not try to update. Other then that no clue without playing around with notebook.

My rant is the 65,000 baht monthly deposit requirement for the permission to stay. Who needs that amount each month, unless you have very expensive tastes or very high rent costs.
