Teenage curfew in Bangkok .

Postby trubrit » January 15, 2011, 11:40 am

The government has just announced , with immediate effect, that all teenagers under 18, must be off the streets in Bangkok by 10pm. If caught they will be arrested and the parents will face a 20k fine .Now don't ask me how they will enforce this. There must be at least a million in this age group which makes it logically impossible to enforce. Plus it doesn't say anything about those with a legitimate reason for being out. From my knowledge there are many students working in establishments that don't close till after 10pm.Trips to the cinema or a concert, the kids have to get home .
Sounds another half baked idea from a half cocked government .To add to the stupidity, the final line in the declaration say's," If the scheme is successful, it will be extended to other provinces" :-"

It is not just a Thailand idea TB..
England has tried it - I am not sure what the current state of the law is though..
http://www.independent.co.uk/news/uk/cr ... 64279.html
The Home Office has given local authorities and the police powers to ban all children under the age of 16 in designated areas from leaving their homes at night, in an effort to reduce anti-social behaviour in high-crime neighbourhoods.

I also understand that it has been tried in some States in the USA, again I do not know with what result..

"We're not targeting those kids who are out late to attend a tutorial school, have an appointment with a dentist, or do a part-time job," he said. You must have missed that bit TB..........http://www.bangkokpost.com/news/local/2 ... -good-idea

Actually I didn't but the Thai language newspaper where I originally read it said" If a student coming home from college was seen to be carrying a satchel with papers in , they would be excluded from the curfew" Which conjured up the vision in my mind of motorcycle gangs carrying satchels and wearing Pizza hut uniforms, saying " Not me gov, I'm just going from work, school etc .

Further to Aa's perceptive post, Val can you please point out what part of your OP relates to the link you have provided?

Metropolitan Police Bureau spokesman Piya Uthayo said on Thursday the bureau was mulling banning under-18s from leaving their homes after 10pm as part of the government's aim to cut crime in Bangkok by 20% in six months.

Where does it mention "other provinces" in the Bangkok Post article?

And another bit:

Amnuay Nimmano, deputy commissioner of the city police, said the proposed regulation was not a curfew

Actually Jack all my posts on Thailand are a combination of reading and listening to the Thai language media . The only link I could find that the majority of forumites would be able to read came from the Bangkok post .The comment about the extension to other provinces was made during the live debate in parliament , which I viewed on TV. Sorry I don't know how to link that. :-"

If not a curfew, what would you call it?

Thanks for the further details and clarification val.

I would call it a curfew (albeit selective), and one with very little chance of success, plus a high risk of being abused.

It would be interesting to know if the Child Protection Act 2003 gives the police the power to unilaterally impose such an order. :-k

correct me if I'm wrong but aren't Thai kids who complet M. 3 at 15 years of age allowed to work full-time?? If one of them is working full-time "swing shift" or "mid shift" how could they document to the police that they are legitmately going to or from work...

I agree with another note in the string that they police should target criminals aggressively rather than trying to put an nonsensical curfew law.

In El Paso TX 93-94, the city/county instituted and under 16 "curfew" of 11PM, but other than cops snagging kids out late and "holding" them for parental pick up there was no penalty.. It didn't work...

Just my own opinion so no link(sorry JacK). Any law that has to have so many exceptions to it , stands little chance of success .
As to your comment about the CPA. It was noticeable during the debate that a woman MP connected to children's welfare, expressed her concern that the police may use this act to extort 'money?' from vulnerable young girls .I think we all know what she meant . :-"
