I know not many from Issan way would actually want to go to Penang to get a tourist visa and I know that they operate under far different rules to Vientiane, for some strange reason.
However, here is a "heads up" from Thai Visa - 3 consecutive Tourist visas & you will not get a fourth from Penang!!!

Yes,saw this myself on Thai visa this morning.
Bit of a shock for people who normally use Penang,I would have thought.
But,up to now,no problem with Vientiane or Kuala Lumpur.So strange how embassies interpret the rules differently.

Penang stopped issuing double entry tourist visas a long, long time ago. However, Vientiane still issue them, no problem.
I see the 'experts' on Thai Visa seem to believe it is an anti-Muslim thing (which I find hard to believe) or a reaction to them not getting paid for them now. I would have thought something a little more subtle would have resolved that issue. (Vientiane offer a double entry, but you have to pay 2,000 baht for it, Hull charge an "administration" fee for issuing....)

I have not read that thread closely (as it is just vetting for the most part) but I only recall one poster (and not by any means an exert) trying to make it a Muslim thing. Thousands of people have read and posted to that thread. Nor have any "experts" claimed that it was due to not being paid (it is a government Consulate and they still get paid the same). TV is a forum, the same as this, and all kinds of people post there. Nor have I heard of anyone being charged for 2 entry tourist visa in Vientiane (unless they are using an agent).
