If I read the regulation correctly, the far more significant change is the scrapping of the 90 day report requirement.
EDIT - upon further reading, there seems to be no change to the requirement for 90 day reports.

Has anyone attempt to clarify this new immigration position ( repeal of the 90 day reporting ) ?

If you look at Thai Visa, it is only the TM"* requirement if you stay away longer than 24 hrs that has been rescinded, nothing to do with 90 day reporting which of course can be done by electronic methods, providing of course it works, that requirement is throwback to the old fashioned paper trail that no-one checked up on, creating vast amounts of files and a storage headache. Now the TM28 requirement seems to have gone, maybe they will look at the 90 day for those who are semi-permanent residents ( static location etc ) and decide there is no point of asking ofr it but I fear it will take some time.
PS: My previous post relating to this asking for a Gazette entry regarding change of the law, it is not required as this was an addition and can be removed at any time. Although I note the requirement is still active but NOT to be ENFORCED.

As I said above, t-m, I don't think it is the case that 90 days reporting is finished.
If you look at the new regulation:
Part 1 covers the repeal of the old reg, which covered TM28 reporting, and 90 day reporting.
Parts 2.1 - 2.3 then cover reporting a change of residence (TM27).
Part 2.4 covers 90 day reporting.
But Part 6 then exempts a number of categories under 2.2 and 2.3, including 6.16 (parent, spouse or child), and 6.18 (elderly person entering for retirement purposes).
There is no exemption from 90 day reporting.
