Plasterer or skimmer

Understand it's a hard ask but if anyone knows a good plaster can you please share contact details or someone that can skim concrete for a smooth flat surface

What exactly needs plastering and skimming? I have taught him to always get a comprehensive scope of work before committing to projects himself or referring them to his fellow artisans.

The internal walls in the living room and dining room, after several changes the don't look as good as they should. I can only think of skimming or plastering them again as I don't want to paper
