No. It is always, under all conditions slower

The main purpose of a VPN is for data encryption. It also hides who you are. The ISP ( Your Internet Service Provider ) monitors your traffic through there site. They have algorithms installed that do content monitoring of your data and detect what you are doing. They can throttle ( slow down ) your connection if they do not like what you are doing. When you are running a VPN your data will just pass through the ISP because they can not read your data or detect what you are doing. The speed issue comes into play when it comes to the VPN server itself. The Free VPN servers can become overloaded and thus you will encounter latency issues. You will get better VPN performance when you use a subscribed VPN provider. I always use a VPN when using a WiFi service out in the public. People can set up rogue free WiFi access points and if you connect to them and if you are not running through a VPN they can, for example, run a DNS highjacking maneuver and observe and capture any logins and passwords that you may be sending out through there rogue access point.
