I believe that you're talking about Wat Phu Thong Thep Nimit. It was featured in issue 28 of The Udon Thani Guide on page 57.

There are two nice Wats in that area, I don't know which I which. Easy to find and worth the trip drive past Nong Wau Sau eventually you will se a white Buda sticking above the trees that's it.

I presume your on the road through Nong Wai where I live and going over the mountain pass past the reservoir towards Khon Kaen. In which case its called Chong Chad.

Yep and it's been going on for years. It was interesting some of the statues had been used somewhere else before and they repaired them. Sadly my camera was not on when we went down the hill very short. But, curves like Mae Hong Song, oh well next time

Probably a couple hundred workers (mostly village volunteers and school children) have been busy tidying up the highway from the airport to Wat Tham Klong Phen. There were a hundred or so yellow-shirted villagers all huddled at the highway intersection to the temple this morning. Police at every intersection, big and small.

I wonder if they use people doing court-ordered community service on these sort of things?

nah, the Village Chiefs roust out the masses. Usually it involves a free lunch too and the work isn't particularly hard. The participants are the usual folks either looking to make some merit and get a free lunch or both... It ooccurs in our village a couple of times a year. The "big Cleanup..." I stopped going since it usually meant out of 30-40 people a mere handful would do work while the rest took selfies and waited for the free meals to show up.. Then a big group photo to put up on FB for the Tessaban.
