I presume you are referring to the Loch Inn owned by a Scottish guy that was next door to the Bikers Bar in Nong Khai.

He closed his doors a couple of years back due to lack of business apparently. When he closed, his neighbour, the Bikers Bar was renamed Lobo's Den and also closed about a year ago.
