That rings bells. Can recall my new girlfriend then 19, now wife, refused admission to a live music place in Patong, Phuket. All in front of one of my visiting UK sons. Very pleased that whilst that venue had a problem with the age factor, none of my sons batted an eyelid at my new relationship!

The girls there are presumably 18+ and there is no problem with any of them having a drink, that is, when the Farang pays for it
This Udon night bar didn't look any different from the Bars in Soi 4 Nana, except for the ratio of girls to guys
Think the Thai Police are splitting hairs, if you ask me
