Perhaps they should start with a parking lot.

Last time I checked (and that wasn't a few years ago), they had completed the conversion of most of the old, free and open paved parking to paid, covered parking. Based on signs of ongoing construction, this looks to double in size. I understand that the free, 'river side, mud slide' parking option will eventually be a thing of the past.

I drove through the airport last Wednesday.
The existing paid/ covered area was quite full.
At a rough estimate about 40-50 parking places left.
Still a lot of cars on the free mudslide area.
The new parking area is fully concreted with road lights installed.
They still need to added the coverings & toll booths etc.
They will have to provide transportation to the terminal or install a covered walkway as it is a 2-300 meters from the terminal.
