On the days that immigration is open they open at 8:30, but as has been mentioned today is a national holiday for the new queen's birthday, so both immigration and Banks are closed.

However if the immigration letter is being asked for by a bank branch an alternative is having a Thai national (preferably one with a banking relationship to that bank) go with you and if refused at one bank branch just go on to another. I did not need an immigration letter when opening any of my bank accounts.

Thanks STWW. Yes Kasikorn never asked me for any letter from Immigration before

This is the Bangkok Bank in Udon Thani. They seem to be a bit more dificult when opening an account

Just go on to another branch, and try again. Do you have a Thai national available? That may avoid the letter requirement.
