Chrome offers a free VPN extension......SetupVPN, that does a decent job. I'm still working on an annual extension to Strong VPN which I've been very happy with. But I gave SetupVPN a go.....I was able to watch the Vietnam War documentary with only a few slight interruptions (as compared to none on Strong). I was not able to watch netflix using SetupVPN, so I mentioned that in a survey that I was asked to complete. I got an answer pret quick:
"Hi John,

netflix/bbc/hulu increased its efforts to block customers who try to bypass geo-blockades. This means it becomes harder to use VPN services and proxies to access streaming content from other countries.

We have already solved this problem. Our windows client will be released soon and it can bypass this kind of blockage. We will of course inform you when our windows client gets available to download."

So the good news is there's a decent free vpn available and it looks to be getting better.
