If you go to the AUSTRALIAN DEPT OF HEALTH website it clearly states that a RAT test is acceptable but must be done within 24 hours of travel and signed of by an authorized person such as a doctor.

As of Feb 22 you do not even need to show proof of being vaccinated to transit.
And yes a rat test is fine done 24 hours prior to departure and signed of by a doctor.

The states can set their own entry requirements after entry.
I can assure you that the entry conditions set by Western Australia are 3 jabs.
