Both, I had it working when I lived in Pattaya almost 3 years ago, then moved to Udon. Once in Udon, I once had to call the call center and verify I was going to use the GPRS connection, that took 1 hour for their computer to accept my SIM card. I had the same SIM card for 4 years. 1-2 call, SIM car...

you can call a 1-2 call helpline and get info on different rate programs. 1 baht a minute is a non program price. I once had a 250 bt for 60 hours a month deal.
