The new rates are based on Retail prices not CIF as before. Its just an argument now on the way the announced tax rises have to be inflated again to cover all the associated costs of retail such as storage, handling & distribution which weren't applicable with the previous taxation method.

Hehe, I still don't think they were trying to "be clever", just trying to pre-empt the cost to restock which they probably can't afford to absorb in the short term.
