If it is, I bring my bikes here to be tested, certified, insured annually before going across the street to Motor Vehicle to pay the annual tax.

It is located inside the Ring Road on the left heading North from the city on Hwy 2. Not far from all the construction at the intersection of Hwy 2 to Nong Khai and the Ring Road. The construction did not interfere with its location the last time I was there.
