I think you probably posted an incorrect link or time code, as this is what is at 7:14 in that video

Nothing about E cigarettes that I can see.

I haven't watched the whole video as Kev's accent is one like finger nails on a blackboard for me.

I see now so the subject starts at 1:50. Useful reporting of what can happen if you break the law in front of the police.

But the water at 7:14 is thrown on the car windscreen not the camera, it looks as if the videographer sensibility kept the windows up and probably doors locked.

But the whole artical seems a bit harsh.I wonder if she done a wobbly? BIB dont like it up em!

You should be aware that Thailand has a lot of silly laws, one being not selling alcohol between certain afternoon hours. Add the E-cigarettes to that and simply grin and bear it.

Well she did start vaping directly in front of some of the BIB, so making her breaking the law extremely obvious.

Most likely her rejection of the amount of the instant fine was rather positive (the wobbly I guess) rather than trying to negotiate a smaller amount.
And seems to have tried the "I didn't know " route which never works and is usually a bad move, so she now has a criminal record and a deportation. In hindsight she probably would have done better to have paid the €1,100 or tried negotiated it down. I hope she has learned from her experience "that when in Rome do as the Romans do" is wise way to act.

Any discussion of the correctness of the law is not really relevant to her case.
