You should be able to receive & read them asher, you just can't create them or reply to them at the moment.
Sadly it was a feature that had to be introduced when Nigerian scamers saw it has a loop hole in the system & started signing up & then sending spam mail to members via the PM system..
As I said if any member sends you a PM quoting their e-mail address then you should be able to communicate privately that way..
