The heavyweight shown below isn't cheap.......you'd probably have to order from Asia Books in Central or find it online.
I've seen smaller/cheaper dictionaries ......but learning Thai was difficult enough. I never had it in me to tackle the Isaan version. Asia books may have the cheaper version in stock......if not, the girls can tell you if it's available.

I don’t think it would exist because the Thai government wants to encourage one language - Thai. The closest you may come is a Lao language dictionary.

For Thai go to Thai-language.com for their app for the ipad

Yes, a Thai-Lao dictionary will suffice.

Thank you.

I have seen reference to a Thai-Lao-English dictionary which would probably more acceptable to the Government.

I'm trying to avoid having to learn Lao script to get a grip with Issan.

If you know Thai script. you will pick up Lao writing easily. I first did it by looking at destinations on the front of the bus in the first instance. Once I could read Lao, I tried writing it.

many moons ago I managed to get hold of an English-Lao phrase book(Berlitz, I think) from "Asia Books" Seemed close enough, and cause of much merriment in the local watering holes. e.g :"Hong Suam yoo sai?"Where's the loo?

Isaan is no more a language than Tex-Mex is.

It's just a mashup of the two.
