Income tax was first implemented in Great Britain by William Pitt the Younger in his budget of December 1798 to pay for weapons and equipment in preparation for the Napoleonic Wars. Jorvik is the viking name for York (was at the Jorvik museum couple week ago :) )

I know East Mersea and West Mersea are in essex so must be essex (home of the Blonde slapper)

Oh crikey, I assume you mean does not contain any of R A C E and not contain all of them? I.e YORK and ASCOT does not count?
