From a Farang point of view it's, at the least, irresponsible behavior, should be some VERY heavy fines imposed.

But TiT so we know some well placed Brown Envelopes will see it all go away.

but clearly the Laos person "tricked" the other 21 into thinking they were attending an interview for massage/waiter/waitress jobs that didn't involve sex
