No. It’s for people with permanent residency who need a reentry permit or they loose that.
Visas that expire and permission to stay where you have a reentry permit that expire are out of luck.

My concern is going to be if border runs are possible, quarantine, insurance etc,

I will not be surprised if visa exempt entry is not permitted specially if the statements from the official (Deputy Immigration Bureau Commander) are a good indication of future policies he seemed to suggest that the $100,000 medical insurance policy that includes treatment for COVID, a negative test certificate, a letter from the Thai embassy and a 14 day quarantine in a government facility (paid by the traveler) will be required. The next few months will tell or flush out the future.
But if they impose all of that on every incoming Tourist, then for sure none of the Koreans, Chinese, Africans and many Others, will ever qualify for entry as tourists. That will do a lot to help their economy recover. What Tourist will come to Thailand if he/she has to spend the first 14 days in a Government Quarantine. The mind just boggles
I suppose we will see the writing on the wall in mid July or early August, when they (the T G) might look to restart the tourism industry.

How they got on a plane I dont know They are supposed to be inspected prior to getting on a plane
If this is the case then I cant see the borders being opened at all To protect the border then everyone coming in would have to be quarantined which we know cant happen.

Any Thais stuck in the UK will probably already know Vince , not much chance they're reading UM for the information . Funny enough I do know a few Thais that are itching to get back to the UK , but they're all British passport holders .

It was a release today from the home office so I thought I’d share it, you never know someone might still be stuck there waiting to get back. There are many, many Thais in the UK on non permanent visas, it might be useful.

A wise old bird commented to be yesterday .. he thought the numbers over the next few days would rise to justify the emergency decree being continued to counteract the chance of a second wave ..and keep tight control politically stopping gatherings etc.
IMO i dont buy that ..
