No, they lost.

Then they set up shop in Sri Lanka... but that's all over now as well.

Reading about fears that they may start (re)targeting soft tourist targets in east Africa like Kenya.

IS is not some monolithic centrally controlled operation. Most of these radical Islamist groups likely have minimal to no contact with IS's leader Baghdadhi but claim affiliation/loyalty to IS as a means of gaining publicity and recruits..
