Can anyone tell me if walnut and/or almond trees grow in this region. If so are saplings available to buy

Kudjap, I know walnuts and almonds grow on the top of jebel Akhdar in Oman. That's 6,000 feet up, very dry, freezes in winter and about 30C in summer. Not too much like the climate of Udon, so I would guess they probably won't thrive here.

Macadamia and Brazil nuts can be grown in a semi-tropical climate but don't know where you would find some saplings :-k

....neither will you find such fruits and nuts in Thai markets: I sell the following trees, ready to plant: grapefruit, mission black fig, brazil nut, macadamia nut, avocado and others. Also can sell blackberry starts. http://wonderfull.com/garden-fruit.htm for added details.
Can ship within Thailand - and possibly SE Asia (not sure whether it's plausible to ship to places outside Thailand). :D
