Royal Thai Police to implement new priorities....

Post by Niggly » November 3, 2020, 9:33 pm

.....of drunk-driving checkpoints nationwide by tomorrow, national police chief confirms today

The Pattaya News
By Nop Meechukhun -Tuesday, 3 November 2020, 20:25

The Royal Thai Police has laid out new priorities and will be re-operating drunk driving checkpoints again nationwide at 10:00 PM. tomorrow, November 4, national police chief Suwat Jangyodsuk stated to the press today.

The chief told the Associated Press that he and several police authorities in the Department will be attending the first demonstration of setting up a major drunk-driving checkpoint under new regulations to reduce drunk driving and road accidents in front of Thonglor Police Station on Wednesday night.

A new model of alcohol detection checkpoints will require 12 police officers, consisting of 1 police supervisor, 2 police detectors, 3 officers at an alcohol testing booth, 4 police in the Prevention team, 1 monitoring police at a booth, and 1 arresting officer. Additional officers could also be used to “block off” roads before checkpoints to ensure drivers don’t take a U-turn or leave.

From the photo above right to left, the driver will first encounter two prevention team officers, designed to make sure vehicles stop or to provide pursuit as needed. (4). The vehicle, will then stop for a short interview and check with two detection officers. These officers are responsible for flagging potentially drunk drivers to the next point or letting those they deem driving responsibly to move on. (2)

At this point a driver, if flagged to be tested further, will move to an alcohol detection team who will check their results. (3). The results will be verified by a monitoring police officer to ensure transparency (5) and a supervisor (1).

Two more officers are manned in this area to prevent anyone from attempting to flee (4).

If a driver tests positive, they will be directed to an arresting officer. (6)

Prior to the new priorities, the national police chief had ordered a temporary suspension of all drunk driving checkpoints across Thailand on October 2 in order to clarify their transparency as many police checkpoints were observed not being legally operated by the authorities.

The new regulations on the establishment of checkpoints announced today are believed to be strictly implemented to reach a qualified and authorized standard, Suwat stressed.

The Pattaya News notes that the main differences are multiple levels of screening with more officers required, including those of higher rank. This is believed to also help prevent corruption, people on social media have noted, as more officers will be present and are required to verify potentially drunken drivers at checkpoints.

WALOB

Mao mai Kap ...its easy wanna get bladdered walk or a grab/taxi etc .. it aint rocket science.

I would suggest they set up alcohol check point s from Lunchtime .. many go on the lash and drive early doors cos they know the coppers are out till the evening , lots of late morning n afternoon drinkers should not take the chance of an accident after a few bevvies with lunch turns into a session .

OMO ..Just Saying ..its like skimmed milk , if possible avoid it as well as drink driving at lunchtime.

Is it a major problem? Is Wed night the local police disco night? cant think of any other reason they would need to " reduce drunk driving and road accidents in front of Thonglor Police Station on Wednesday nights"

Having Press days etc seems a bit of overkill when a couple of bobbies stood outside the door should do the trick

The simple fact that they STILL require HOSPITALS to obtain blood for a conviction beggars belief, but then as their Roadside testing machines are hardly likely to be calibrated on a regular service schedule I expect they will find more drunk drivers. My friend was recently found drunk driving on a small glass of sherry, he object, choose blood and was found to have 0.01 alcohol level in his blood . So advice is ALWAYS choose blood , he complained by the way and was compensated, apology from the RTP has not to date been forthcoming as one would expect.

Hmm, anyone else believe this will stop corruption or the process of more officers more payout ,

NO NEVER ...

Roadside alcohol checks were always going to be be brought back in .. too many lives suffering in the short period they have been scrapped , payments for cars, bikes , morgages and mia nois subsidized via the " tea monies" fines collected roadside as im sure not all goes into the government piggy bank n some misses the slot in the top... PLM

One day we may see a time when they are zero drink drivers being caught ,hopefully that is the aim ...

IMO ..more money is collected via noo tax , speeding and alleged illegal manoevers (licence to print money) , no ms helmets etc than alc checks .. and the offence list is very long.

Agree DM they will never do away with the Roadside checks, can be a very useful tool, however I would like to see them strictly enforce ALL laws, like no lights, or wrong colour lights, no tax, ins and licence plus the mandatory tyre tread thickness, all easy to check but rarely done .
That would sad to say require a LEVEL OF COMPETENCE FROM THE CHECKING OFFICERS.

A factor not high in the minds of the recruiting officers of the RTP . Plus too much compromise and laxity from those same officers

Keep it simple KP, this is Thailand after all.

It took the UK about 47 years to legislate the elimination of the blood test loophole for drunk drivers. Meanwhile, Thailand reckons it's a viable alternative to breath tests.

The current alcohol testing method means that if you use Chang only as a mouthwash, you'll still fail. That's good enough for this backwater.

Wasn't the casual posting of links to OTHER websites and social media that may hold a more cavalier attitude towards the laws of the land the reason why an ostensibly sensible discussion of the protests here on this forum was curtailed?

OK but who pays for the blood test, that answer has never been cleared up. Plus do you also get a duplicate phial so you can get your own independent test done on your blood ?
These questions need answering if Transparency is the idea .

Why overly complicate things? Just pack a phial of your own, freshly drawn, alcohol free blood before you go out on the piss in the car.

Good advice. An apple or sugar donuts can make positive when blowing. No need to be one glass of sherry. Same applies to drugs.

A little bit off topic, but related:

Amoxicillin - false positive for cocaine
B-2 vitamin - false positive for THC
Ciprofloxacin (Fluoroquinolone) - false positive for opiates
Diabetes - false positives for Amphetamines, Cocaine, THC, Ecstasy, Meth and Opiates
Ibuprofen - false positive for Marijuana (THC)
Paracetamol with codeine - positive for opiates
Quinine in Tonic water - positive for opiates
Tonic water - false positive for cocaine
Tylenol 3 - may cause positive for opiates
Vicks Nasal Spray - may test positive for amphetamine
Vitamin B2 - false positive for THC
Voltaren (diclofenac, Cataflam, Arthrotec(combined with misoprostol)) - false positive for THC,
Marijuana
Xanax - Positive for Benzodiazepines
Xanax® (Niravam, Alprazolam) - contains benzodiazepines
Zyrtec-D - contains pseudoephedrine that may cause a false positive for amphetamines

Those are only few, but most common false positive giving things. Tonic water with/without gin gives positive for cocaine. We have to remember the famous cocaine case. Person who had anesthesia (which gives false positive for cocaine), got Amoxicillin for infection and used Xanax, got traces of cocaine, but no cocaine in blood.

I do sometimes consume some of those, but I also know that test can show positive and tell what I have been drinking/using and ask for blood test. Good thing that Amoxicillin could kill me. Still Tonic water could get me in troubles.

More off topic: A drug test can show that you have diabetes.

Ps. For alcohol I have my own tester, which is used widely by police, army and similar organisations. During my previous life I used it twice to catch hangover cases. When limit is zero, it really is zero.

So we have at least two members, one of whom claims to be a former UK police officer, either advocating for the implementation of the legal loophole of blood testing or endorsing ones insistence on being blood-tested only. All this while suggesting that Thailand needs to reform their DWI laws and the police that fails to enforce them and get more in line with current western standards?

You are the fountain of silly ideas to be sure, blood alcohol levels rise in time , so a weak positive at the roadside can in theory rise in the time it takes to obtain a blood test about one to tow hours after consuming your last alcoholic drink .
Taking a SPARE Phial with you is such a ridiculous ide3a that it beggars belief, as both phials require a Doctors signature to prove the evidential trail from Hospital to the lab etc.
